Good work. It is imperative that there should be a strong functional links between factors of civil world; i.e. Work Place (Employers), Self (Employee or Worker) & Social Security (Trade Unions, Labour Laws). This would be more functional and smooth if all three are educated, trained, channelised towards the understanding of Responsibility towards Work and importance of Productivity. A strong communication, linkeage of direct banefits, and awareness drives within the frame work of work place will have multiple small impacts which can be translated into a huge impact in small populated regions.
